Right off the bat, you will want three on stone, one on timber, and one for construction. You'll want to increase that number to the maximum of five per gold mine as soon as possible, and at least four on timber.

There are a number of differences between the factions you'll want to be aware of, too. If, for cheap TBC Classic Gold any reason, you need to build one further than the minimal distance, you'll need over the five workers to compensate for the lost time.
